July 7th, 1995, Shenzhen government set up the Shenzhen Welfare Lottery Issuing Center, which was run by the Shenzhen civil administration department.
1, the issuance of welfare lottery
December 27th, 1987, 10am, SZFRC issued the first Chinese lottery ticket (traditional type). 50 outlets were set in the whole city. 300,000 tickets (150,000 RMB) will be issued every month.
May 20th, 1988, 9:30am, instant type ticket was firstly issued in every outlet. All the stuffs of Shenzhen civil administration department (Baoan, Luohu and Shangbu district) joined the ticket selling. Shenzhen Comsomol and Guiyuan middle school also organize about 100 students to join this activity. There were some propagandizing activities about the instant type ticket in Shangbu Tongjian Building.
April 28th, 1995, China Bank confirmed that Shenzhen could sell e-traditional type welfare lottery. The outlets were up to 92.
November 8th, 1996, the e-traditional type was upgraded. The prize is raise form 1,000,000 RMB to 3,000,000 RMB; the telephone service was open. Lottery buyers could buy tickets by dial 16898000, then follow the cue and chip in and became millionaire.
2, the use of the welfare fund

Form 1998 to May 1994, such cases were accepted by SZFRC; Form May 1994 to April 1998, cases were accepted by Shenzhen welfare fund unit.
