But being commented on by economist: this action have economics sense because the GDP increase TWO million Yuan!
Lottery caused many society problems. Firstly, it enlarges the difference of the rich and poor. By reporting, 90% of lottery buyers are low-pay, very-low-pay and trying-fortune people. There are too little people who will invest designedly or use scientific way in lottery. However, more than 10 trillion-prize issued only increase the tax by the poor and helpless lottery buyers. Secondly, it caused many family problems. It reported that: there was a lottery buyers, he never miss any of the games. Unfortunately, he never won a big prize. One night, he dreamed that his grandfather told him that he had won a 10 thousand Yuan. The second day he became mud. Many issue department of lottery were contracted by some private organization for saving their “companies” and reducing their risk so that many problems came out.
The government should scan again the policy question is: why lottery will be published in China? There is one purpose, which is to accumulate the capital, “take form the people, and use for the people” as someone has said. But the question is that HOW “take form the people” is reasonable.
Nowadays, we can find that the result of publishing the lottery is not so reasonable, because 90% of the buyers are in the low-class family. It uses very rich prize and the very low bingo rate to attract the low-educated group of people. In the stock exchange, we often can see the word that says “stock has risk, be caution when you invest”. In the market of the lottery, the lottery organizations often propagandize how lucky the winners they are, but less to report the good number of losers. This kind of imbalance propagandizing misleads the buyer. If we mention in the same breath with those serious cheatings of sport lottery, we do oppugn the way “take form the people”.
Another purpose to accumulate the money by selling lottery is “use for the people”. It is also the reason that who are firm in publishing the lottery. But there is a question: who kind of the people does the “people” mean? If it means the low-class people, handicapped, orphan and old homeless people, that is right and reasonable in our eyes. Because such people lose their abilities to work, so the welfare department should support their livings. There is another question: why does the government publish the sport lottery. It is no doubt that scientist, technology, education and medicine is much more important that sport. Why does the scientist lottery, education lottery and medicine lottery not exist? And how those healthy and strong youth can rob the old and weak people’s welfare?
Lottery is sure that a fast way to accumulate capital. However, the very one is a limited source. There is a long gambling history in China. In our country, some people want to take their chances to get some note. It is the important reason that why the lottery markets are so active. The lottery market will not enlarge unlimitedly because of education’s extensions. For the issue right is not belonging to many government units. A vicious competition between welfare lottery and sport lottery is wrecking the lottery market. It will influence the current society.
At last, we suggest that the ministry of finance or national issuance department take the issuance right back and make its use in supporting elder, weaker, illness, disables and social matters. Some private gambling activities are lawless activities. In the same period, the government should put the lottery market straight and strike the unlawful things seriously.
