The major lotteries in China have been phenomenally successful with the public and the charities and social welfare projects they support. Additionally, the government can see the potential revenue windfalls from additional organised gambling in terms of licensing operators and collecting tax revenues from ticket sales. Additionally, in a largely cash orientated market it is an ideal form of parting consumers from their cash and allow for greater circulation of cash in the economy.

However, gambling remains largely illegal in China despite a thriving racetrack betting scene in Hong Kong and Macaus famous casinos. Though with Internet gambling and the government seeking to boost cash circulation in the economy this situation may change.

By the start of 2000 lotteries were accessible to 95% of China's cities and counties.

In 1999 welfare lotteries collected in excess of RMB 15 billion (US$1.8 billion) for welfare use after taxes and expenses were deducted.

According to China's lottery authorities each Shanghai resident bought an average of RMB 56.46 worth of welfare lottery ticket in 1999.

This average expenditure was higher than the RMB 22.06 spent in the capital, Beijing and the RMB 13.99 in Guangzhou, the capital of Guangdong Province.
