More lottery shops to be opened

SHENZHEN will relax controls on the establishment of charity lottery outlets, which means more people will be able to sell lottery tickets in the future.

Any Shenzhen resident will have the right to set up an outlet selling welfare lotteries, said Liu Runhua, director-general of the Shenzhen Municipal Civil Affairs Bureau, on Tuesday when Li Xueju, minister of Ministry of Civil Affairs visited Shenzhen.

Shenzhen has a total of 423 outlets that generated aggregate sales worth 721 million yuan (US$87.4 million) last year, raised 252 million yuan for charities and turned over a total of 130 million yuan to the Central Government.

Liu said the number of lottery outlets in Shenzhen was far less than the demand and problems existed because of the approval system.

"The relaxation will enable every legitimate individual to have the right (to open an outlet). At present, some who have official connections might get preferential treatment to set up an outlet. It's unfair for the people," Liu said.

On the same day, Liu also officiated at the launch of an online platform for non-government associations in the city in an attempt to streamline management of the organizations.
